Zoning Director

Working under the direction of the Executive Director, the Zoning Director will be involved in all aspects of the County’s zoning ordinances through permit review, planning & development processes, and other zoning functions which require:

Position Description

Essential Job Duties include:

  • Manages the daily operations of the department.
  • Supervises and evaluates the work of department personnel.
  • Administer applicable ordinances through permit reviews and analyses, including land use permits, plats, new development permits, site and development standards for building permits, and legislative and quasi-judicial zoning-related applications.
  • Reviews reports prepared by department staff, including zoning analyses, permit activity, and others.
  • Attends Planning and Zoning Commission meetings; makes recommendations and implements changes as directed by the commission.
  • Represents the Commission and department at the various board, committee, and agency meetings.
  • Reviews proposed amendments to the Land Development Resolution; conducts research and drafts amendments to zoning regulations, prepares summary reports.
  • Administers the commission zoning resolution and subdivision regulations; presents proposed changes to the commission.
  • Processes zoning applications, reviews applications, development plans, and documents to ensure compliance with zoning regulations.
  • Oversees the review of proposed plats for compliance with zoning and subdivision regulations; approves plats.
  • Oversees the enforcement/inspection process for the Commission.
  • Stays abreast of permit inspections and active service requests and violations.
  • Oversees records management and retention of department files in compliance with Records Management Plan adopted by Commission.
  • Consults with the responses to inquiries from the general public, builders, contractors, engineers, architects, and developers in order to assure that proposed development will be in compliance with zoning regulations; responds to requests for variances.
  • Provides technical assistance and advice to the commission and other department heads as requested.
  • Administer applicable ordinances through permit reviews and analyses, including land use permits, plats, new development permits, site and development standards for building permits, and legislative and quasi-judicial zoning-related applications.
  • Manage pre-development meetings for planning and zoning-related applications including pre-review of all submittals, note-taking, and follow-up correspondence with applicants.
  • Create and maintain standard operating procedures for all zoning functions.
  • Performs other related duties as assigned.

Knowledge Required By Position

  • Knowledge of planning and zoning theories, principles, and practices.
  • Knowledge of the city zoning ordinance, nuisance ordinances, property maintenance code, and other city regulations and policies.
  • Knowledge of the Commission Comprehensive Land Development Resolution
  • Knowledge of the local soil erosion and sediment control ordinances and state soil erosion and sediment control laws.
  • Knowledge of the local flood plain ordinance and federal flood plain usage regulations.
  • Knowledge of the techniques and materials used in building construction.
  • Knowledge of the geography of the city/county, including roads, streets, subdivisions, and zoned areas.
  • Knowledge of planning and zoning principles, techniques, and practices.
  • Knowledge of legal terminology.
  • Knowledge of geographic information systems.
  • Skill in reading and interpreting site plans, maps, and aerial photographs.
  • Skill in problem-solving and decision-making.
  • Skill in organizing and prioritizing work.
  • Skill in research and analyzing technical.

Supervisory Controls:

The Executive Director assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department operations.

Guidelines:

Guidelines include soil erosion and sediment control laws; flood plain regulations; commission regulations, zoning resolutions, codes, and regulations; and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

Complexity:

The work consists of varied managerial, administrative, technical, and supervisory duties in zoning interpretation and enforcement. Frequent interruptions and the volume of work contribute to the complexity of the work.

Scope & Effect:

The purpose of this position is to administer the commission’s zoning regulations. Successful performance helps ensure that development in the city/county meets established standards of quality and safety and sets trends for future growth.

Contacts are typical with co-workers, the Planning and Zoning Commission, other commission employees, general and subcontractors, real estate personnel, attorneys, business and property owners, builders, developers, vendors, local and state elected officials, other government and agency employees, architects, engineers, and the general public

Purpose of Contacts:

Contacts are typical to give and exchange information, resolve problems, provide services, motivate personnel, and negotiate or settle matters.

Physical Demands:

The work is typically performed while sitting, standing, or stooping. The employee occasionally lifts light objects.

Work Environment:

The work is typically performed in an office.

Supervisory and Management Responsibility:

This position has direct supervision over Assistant Zoning Director (1), Development Review Officer (2), Zoning Inspector (3), Records Coordinator (1),

Minimum Qualifications:

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of public administration, urban planning or study related to the occupational field. Minimum five (5) to seven (7) years of management and related experience.

The applicant must possess a valid Georgia driver’s license and a satisfactory Motor Vehicle Record (MVR) and be able to pass a background check and a drug screening.

Preferred Qualifications:

Master’s Degree in Urban Planning or related field.  Minimum five (5) years of responsible management experience in municipal planning or community development or any equivalent combination of experience and training.  Able to obtain or have American Institute of Certified Planners (AICP) certification.

Salary:

The salary range is market competitive ($72,000 – $85,000) commensurate with experience, education and training.  This is a salaried position with an excellent comprehensive benefits plan.
